Replacement gun owner registration system hardened and SIA (Weapon Information System) reinforces existing provisions (read our issue 1uh February 2022). That sports shooters everyone suffers from it new rules of which one hundred arrows from Montmirail.

“We are one of the sports associations with the most rules,” explains Georges de Coisy, president of the Montmirail shooting club. “That’s good,” adds Mark Marchand, a longtime sport shooter. “It is out of the question that everyone can end up with a firearm in their hands or at home without serious control. »

President Coisy adds: “We need to update these rules regularly. Did you know that the 1939 rules were adapted not so long ago. »

Detention, transportation, regular practice, everything is respected

Unlike the United States, France is very attentive to issues of gun ownership. To obtain the document required to purchase a firearm, you must present your credentials. It all starts in the gun club. In Montmirail, almost a hundred shooters follow these rules. Without the regular and controlled presence of the director of shooting, we did not receive the famous stamp in the shooter’s book, indicating the diligence of the shooter.

The modification of these provisions in 2020 now delegates only to the club president the assessment of the quality of the shooter. Shooting book removed. It is the president who will send his positive or negative opinion to the federation, the first stage of gun ownership.

Shooters willingly obey these rules

Far from thinking that Montmirail shooters might be offended by increasingly stricter legislation, Mark testifies: “It’s good to have a gun, but when you’re a regular shooter, you want to change it regularly. I must admit that there was a bit of confusion before the introduction of the new rules for this month, February 2022. The transfer of weapons between shooters, even if done in the proper and proper manner, could cause administrative confusion. »

The new provisions do indeed simplify procedures and, above all, combat fraud or illegal detention. Thus, the traceability of weapons is increased.

Transfer of weapons after death

Mark also explains the difficulties people had with deceased ex-shooters who inherit weapons without knowing the statute: “In the event of death, it was not uncommon for weapons to remain in the possession of the heirs without them using them, but they were still real weapons. Very often ammunition also remained in the possession of the heirs. The administrative vacuum did not touch these heirs, and the death of the shooter did not regulate the transfer. From now on, with this new system, it will be easier to track weapons, as well as encourage heirs to get rid of them, since they do not have a license to shoot or own weapons. You should know that the weapon has only one nominal holder. »

Hundreds of weapons now in the computer system

For Montmirail and his club alone, we can appreciate that every shooter has at least one weapon, and some even have two or three. Thus, we will have more than 250 pistols for the Montmiray club alone. All of these holders are concerned and will have to go through control on pain of revocation of the detention.
